How women's bracelets should fit

Fit comes first. A bangle slides straight over the hand, so its inner diameter matters more than your wrist size. A cuff is different: it stays open, gives a little as it goes on and springs back, and that small margin makes it the more forgiving fit when you are buying without trying on.
